Joseph Nimmo Jr. was a statistician who became involved in the actions of the Interstate Commerce Commission, acting almost as a lobbyist for the railroad industry. He wrote speeches and pamphlets against regulation and in this correspondence advises Perkins on the legality of pooling and other regulatory issues. Correspondence contains several pamphlets and articles written by Nimmo.
